Dr. Proctor earned her medical degree from Howard University College of Medicine in Washington, D.C. She completed her residency in obstetrics and gynecology at Inova Fairfax Medical Campus in Falls Church, Virginia, and further specialized with a fellowship in maternal-fetal medicine at UPMC Magee-Womens Hospital in Pittsburgh, Pennsylvania.
